ICF Structure

ICF is governed by an independent board which is accountable to ICF's investors as well as African and other high-level stakeholders.

Board of Trustees

ICF's Board of Trustees is made up of African business and political leaders, as well as individuals strongly committed to Africa. NEPAD has observer status on the Board.

The Board meets every three months to decide and review the overall strategic direction and policy for ICF, as well as to monitor the overall performance of the organisation and its management team.

Neville Isdell, former CEO and Chairman of the Board of Directors for The Coca-Cola Company, and Benjamin Mkapa, former President of Tanzania, are Co-Chairs of the ICF Board.

ICF sets an annual plan, budget and associated performance targets, and annually reviews its progress against Key Performance Indicators.

CEO

The organisation's CEO is Omari Issa, a Tanzanian citizen who is responsible for managing ICF's seven year programme to improve Africa's investment climate and remove barriers to growth.

Omari has extensive business experience in the public and private sectors, having worked in both Africa and abroad. He has first hand experience of the realities of doing business in Africa, having previously worked as Executive Director and Chief Operating Officer of Celtel International, where he played an instrumental role in managing the company's growth and expansion across the continent. Prior to working at Celtel, Omari spent fourteen years with the IFC and six years with the World Bank.

COO

Michael Makale is Chief Operating Officer of ICF, responsible for operations, including finance, business planning, project development and project implementation.

Michael has extensive financial and programme management experience across Africa and the USA. He was previously Vice President and Director of Internal Audit of Charter & Boston Private Banks, USA. Additionally, Michael worked for US FHLB Bank Seattle, Wells Fargo Bank and Jefferson Wells Consulting, USA, where he was instrumental to business development and compliance with US and international financial regulations. He began his career in 1991 with PLAN International (UK), Kenya Program, where he was General Manager and later joined Africa Alliance of YMCA as CEO & Program Administrator. Michael holds a BCom (honours) from the University of Nairobi and an MBA from Iowa State University, USA.
