Infastructure Facilitation

Business growth is dependent on having basic building blocks in place. By establishing a fundamental infrastructure, governments can help their countries fulfill true investment potential and, in doing so, ensure that economic growth is long-standing and self-sustaining.

ICF is supporting the government of Sierra Leone and the private sector to improve connections for air passengers between Freetown and the International Airport which is 174 km away by road.

The journey can take up to seven hours by road and alternative methods are expensive and unreliable.

ICF is supporting a regulatory and administrative framework and transport infrastructure rehabilitation to enable the private sector to invest in improved transport means. An Airport Transfer Unit will oversee licensing and monitoring of airport transfers, improve jetties and terminal facilities and provide capacity building.

ICF is working with the Tanzania Police Force to improve the movement and security of goods and services.

The project will improve Police Force efficiency via training and the introduction of technology; it will expedite the movement of goods by streamlining procedures and it will remove road blocks, all of which will enhance highway security.

ICF is working with the Rwandan Government to improve the energy and power sector in Rwanda by enabling a better regulatory framework aimed at securing private investment for electricity generation and achieving the country’s target of increasing access to energy suppliers from the current 5% of the population to 16% by 2012.

The project’s primary goal is to develop an overall framework and long-term capacity for the Government to secure private sector investments in electricity power generation. The project will focus not only on methane, but also on hydro, geothermal and other potential viable energy sources.

The aim is to establish sustainable solutions that will enable the Government to enter into power production agreements and energy development projects under favourable terms and conditions by increasing its capability to plan, design, procure, negotiate, contract, implement and monitor energy-related projects. The project also involves comprehensive training of the Rwanda Utility Regulatory Agency (RURA) and Rwanda Electricity Cooperation (RECO).

ICF is engaged in supporting governments to respond to the growing deficit in power generating capacity in many African countries. ICF seeks to make specific interventions that will remove obstacles and facilitate successful new investment in Africa’s power sector.

Recognising that obstacles to accelerated investment are often systematic, the Power Sector Task Force seeks to make a number of interventions that will assist in improving power sector policy, regulatory and planning frameworks and bidding, procurement and contracting guidelines.
